    Following our email last week regarding practical completion at Wharf 21, here’s the latest progress update.

    All the previously acquired information needed for building safety registration is being collated alongside the documents we obtained from achieving practical completion (PC). Checks of those documents revealed some missing information, which has been requested from the contractor, and we expect to receive this back early next week. Once these are returned, we can assess whether the information is now suitable for registration, and we expect this to be complete by the end of next week. Separate applications will need to be submitted for Blocks G1 and G2, but will both be submitted within close succession, and we still anticipate occupations commencing for both blocks throughout March 2025.

    We will provide a further update on the registration by Friday 31 January.

    Further to my email yesterday, I am really pleased to confirm that we have achieved practical completion of blocks G1 and G2 of Wharf 21.

    As mentioned below, we will provide another update on 24 January with regards to our position for submitting the building safety registration.

    We are awaiting confirmation from our employers agent that practical completion took place today, we will confirm that this is the case tomorrow.

    The ongoing preparation for building registration is continuing in the background and we are currently collating information for the building safety report. Once completed this will then be sent to our internal building safety team for review before submitting for registration. We will provide a further update on this by Friday 24 January.

    Happy New Year, please find below an interim update on the progress at Wharf 21.

    We are pleased to confirm that IFI has completed their survey and the required regulatory pack and Fire Risk Assessments. We are continuing to collate and check the other essential paperwork including warranties and insurances in readiness for practical completion.

    We will meet with IFI on Wednesday 14 January to review their report to ensure we have everything we need from them and will provide you with a more detailed update on 16th January.

    Thank you for your ongoing patience with the Wharf 21 development. Please find below the latest update.

    Updates from the construction team

    Blocks H, G1 & G2

    • Work is due to be completed on the door inspections by the end of this week
    • We require IFI to issue a full Fire Risk Assessment and this is due on 11th December subject to the doors being signed off as above
    • There is a final walk through of the units scheduled for Thursday 5th December with HG construction and our own construction team

    Due to outstanding documentation and site closures over Christmas, we are anticipating that we may not be build complete until January 2025, we still anticipate occupation in March 2025.

    The next update to you will be on 16th January 2025, however if we take practical completion before this date, we will of course let you know straight away.

    Thank you for your continued patience with the Wharf 21 development. Please find below the latest update.

    Updates from the construction team

    Blocks H, G1 & G2

    • IFI items continue to be worked through, as part of their previous inspection it has been identified that for completeness, all fire doors within the development need to be inspected, these inspections are ongoing
    • All apartments are de-snagged, and the Clerk of Works is due to re-inspect once the IFI works are complete

    Once the above works and checks are complete, we will require IFI to visit and inspect again and then produce the Fire Risk Assessment report, as such we now expect to achieve practical completion in December 2024. Please be aware that this is an estimated date and is subject to change.

    The IFI assessment is a standard procedure as part of our compliance, and we take any recommendations seriously, so whilst we are working to take handover as soon as possible, we consider building safety to be a top priority. For a successful submission to the Building Safety Regulator, it’s vital that these checks are carried out and signed off. We still anticipate occupation in March 2025.

    We are pleased to be able to tell you that we have received building control sign off for the whole of block G, along with the NHBC warranty certificates.

    Updates from the construction team

    Block H:

    IFI items continue to be worked through and completed

    Block G1

    IFI items continue to be worked through

    Fire risk assessment due - This was booked in for Friday 1st November and we are awaiting the report

    Block G2

    The quality control checks are still ongoing, our clerk of works is on site this week and hopeful he will close the remaining items out

    IFI items continue to be worked through and completed

    Final inspection date before lock and leave to be confirmed

    Building control sign off – We have had confirmation that building control has been signed off

    Fire risk assessment due – This was booked in for Friday 1st November and we are awaiting the report

    Externals/general

    Final work to the Level 1 and level 6 terraces is completed

    The External Wall System (EWS1) inspection is complete, and we received the ESW1 certificate for G1 & G2 and this has been shared with our solicitors.

    Based on the outstanding works, practical completion is still on track for 27th November 2024. This is the date that the development will be handed over to Southern Housing, it is not the date that you will be able to occupy the properties.

    Building Safety Regulation (BSR):

    This review is still on going and we are waiting for certain documents to be revised ready for further review.

    We believe that the provisional March occupation remains achievable.

    Kindly find the latest update regarding Wharf 21 below:

    Updates from the Construction team

    Block H:

    • IFI items continue to be worked through and completed.

    Block G1:

    • Quality control checks have now been completed on G1 with all internal snagging (communal and internal apartments) signed off. Level 1 and level 6 terraces are yet to be signed off.
    • IFI items continue to be worked through.
    • The balcony copings have been installed and completed.
    • Sales have visited and are generally pleased with the progress and standards of the plots. A new ‘lock and leave’ date will be agreed once the fireproofing work has been completed. An additional visit will take place with Sales before the homes are ‘locked and left’. Lock and leave is when all parties agree that physically the property is ready for occupation and it will be locked with no one accessing except for routine inspection. Southern will reinspect each property ahead occupation.
    • All AOV work has been completed and commissioned. We await IFI sign off.
    • Building control sign-off was due on the 11th of October but has been postponed due to ongoing IFI ‘snagging.’ Once IFI snagging is complete, the Building Control Inspector is ready to give the certificate for this block. We hope to achieve building control sign off in approximately two weeks-time.
    • Life safety testing has been completed. This was checked and signed off by building control on Tuesday 1st of October.
    • Cappings to all areas and mastic has been completed.

    Block G2:

    • Quality control checks have now been completed on 33 plots with all internal snagging to apartments signed off. The remaining 11 plots, the communal areas, externals and podiums are due to be sign off next.
    • IFI items continue to be worked through.
    • All AOV work has been completed and commissioned. We await IFI sign off.
    • Balcony installation works are now successfully complete.
    • Life safety testing has been completed. This was checked and signed off by building control on Tuesday 1st of October.
    • Cappings to all areas and mastic has been completed.

    Practical completion for both blocks is now scheduled for the 27th November 2024.

    Externals/general:

    • Final work to the Level 1 and level 6 terraces are still underway and being completed.
    • The plant room roof has been completed.
    • The External Wall System (EWS1) inspection has gone ahead and we await certification
    • We have received the costings and work schedule to increase the EPC ratings in 29 properties from a C to a B. Due to intrusive work, subsequent delay and cost which are involved, we will not be pursuing this work.
    • HG have installed copings, soffits and soffit trims.
    • Carpark works have been completed.
    • HG have completed brickwork snagging.

    Party Wall Agreement:

    Building Control have agreed to revert to the original condition linked to the Party Wall Agreement and are now able to sign off building control for Block G2. This means there will be no additional delays due to the Party Wall Agreement.

    Planning Conditions:

    We are still pushing for Condition 12 to be completed as soon as possible, though this does not need to be submitted until three months after occupation of the homes.

    Building Safety Regulation (BSR):

    We have received revised documents back from third parties following the first review. These documents are now being reviewed by our employer’s agent which will then be submitted to our Design and Technical Team for another review. We believe that the provisional March occupation remains achievable.

    Updates from the Sale Team:

    I would like to take this opportunity to introduce Robyn McQueen, who will be working with the Sales and Construction Team to provide consistent and adequate updates for our customers at Wharf 21. Part of this involves Robyn producing and updating a customer webpage for Wharf 21 purchasers.

    The advantage of the webpage is that it keeps all the information in one place for you to look at in your own time. Robyn will add more information as it becomes available and in response to your requests.

    The webpage will contain the following features:

    Good afternoon,

    I'm writing to provide an update on recent progress regarding the party wall agreement between Wharf 21 and the adjacent warehouse.

    As we have a shared responsibility for fireproofing the wall separating our homes from the warehouse, and we've fulfilled our external obligations, we've encountered a challenge with gaining access to the warehouse to complete the internal fireproofing work.

    The warehouse owner is currently requesting compensation to allow us access to their property. While we're exploring this option, we're also working with the party wall advisor to draft a new agreement. If this agreement is rejected, we would need to employ an impartial third party to facilitate negotiations. If we're unable to reach an agreement with the warehouse owner, a new party wall agreement will be put in place to ensure that the necessary work can be completed.

    This is the warehouse located next to the G2 block - please see CGI within the photograph section.

    Despite this setback, we believe that the provisional March occupation date remains achievable. However, this issue may impact the practical completion date, as we cannot accept it until we have obtained building control sign-off. Our goal is to resolve this matter as quickly as possible.

    Block H:

    • Building control has been signed off.
    • Southern Housing’s Affordable Rent Team have visited the block, and no issues have been raised.
    • IFI items are still being worked through and completed.

    Block G1:

    • HG are progressing and completing final snags in the block (communal and individual properties).
    • The balcony coppings have been agreed and ordered.
    • Sales have visited and are generally pleased with the progress. There are some final snagging items which are being worked on. A new lock and leave date will be agreed once all snagging is completed.
    • All of the AOV guard rails have now been installed with the final brick infills taking place this week.
    • The AOV’s have arrived on site (earlier than anticipated), once installed they will need to be signed off by IFI.
    • IFI items are still being worked through and completed.
    • Building control sign-off is still due the 11th of October.

    Block G2:

    • Snagging is still ongoing in communal areas and individual properties.
    • IFI items are still being worked through and completed.
    • All AOV guard rails have been installed apart from level 1 on the South elevation.
    • The AOV’s have arrived on site (earlier than anticipated), once installed they will need to be signed off by IFI.
    • Sales visited and are generally pleased with the progress. This block is slightly behind G1.
    • Balcony installation work is still underway.

    Once all AOVs are installed, HG will carry out life safety test in preparation for a building control visit on the 1st October for block G1 and G2. Practical completion for both blocks is still scheduled for the 24th of October.

    Externals/general:

    • The External Wall System (EWS1) inspection has gone ahead and we await certification.
    • We are still awaiting costs and timescales to increase the EPC ratings in 29 properties.
    • Final work to the Level 1 and level 6 terraces are underway and being completed.
    • HG are continuing to install copings, soffits and soffit trims.
    • Carpark works continue.
    • HG are progressing with brickwork snagging
    • HG are progressing with completing outstanding external mastic works.

    Planning Conditions:

    We still await confirmation Condition 12 has been discharged.

    Building Safety Regulation (BSR):

    Our Design and Technical Team has just completed their first review of all documentation and have provided our Senior Development Manager with a list of actions and comments. This is a really positive step. In my next update I hope to advise on progress.

    Sales Update:

    Firestopping works have been completed in the show home and marketing suite.

    In my last update I stated I believe a practical completion for G1 and G2 is the end of November. I still feel this is a reasonable date in which to achieve practical completion.

    I still anticipate a move-in date of March 2025.
