Newington Court, Pickforde Lane, Ticehurst is a residential scheme comprising 35 one and two-bedroom apartments. Originally built in 1985, a second block was added in 2007 with a branch surgery renting part of the ground floor.

Newington Court, Pickforde Lane, Ticehurst is a residential scheme comprising 35 one and two-bedroom apartments. Originally built in 1985, a second block was added in 2007 with a branch surgery renting part of the ground floor.

Historically, the blocks provided extra care accommodation, but in 2021 this stopped. A lack of admissions meant the scheme couldn’t reach full capacity, so we took the decision to redevelop part of the site. The last residents moved out in May 2024 and the site was secured, apart from the surgery.

We began discussions with Rother District Council around proposals for a smaller, improved older people’s scheme in the block containing the surgery and eight new houses for social rent and shared ownership at the front of the site. You can read more about these original plans here.

As part of our pre-planning exploratory work, we completed a FRAEW (Fire Risk Appraisal of External Walls) survey of the block we intended to retain. The results showed that the investment needed to meet safety compliance requirements alone made our initial proposals too expensive to undertake.

We will now be seeking permission to clear the site entirely to deliver new homes for local people and have been working closely with the NHS and Wadhurst Medical Centre to find a workable solution for the community.

Our proposal for new homes

Since we shared our revised proposal for the regeneration of Newington Court in late 2024, we’ve listened to feedback from the community.

The local NHS Trust and Wadhurst Medical Centre have told us the surgery will remain open and at the current site until the end of their lease in 2027. They’re currently working on their plans for future provision in the area.

We will continue to progress our proposal to provide new homes that meet the needs of the community, but construction will not begin until 2027. Our proposal will deliver up to 29 new, 100 per cent affordable homes, subject to planning permission.

Drop-in session at Ticehurst Village Hall on Thursday 6 March from 2pm - 7pm

Thank you to everyone who attended the drop-in session to view our proposal and have your say. The project team welcomed over 100 visitors to view the information boards about our plans for new homes and to answer questions.

Please note, these proposals are subject to change as we progress the designs in response to feedback and in consultation with Rother District Council's Planning and Design Officers.

Although the building is not suitable for residential use, the respective Fire Safety teams have agreed it can continue in it's current daytime use with some extra precautions. It is therefore safe for patients to visit the surgery until alternative arrangements are in place.

    Thank you for your question. A construction traffic management plan agreed by Rother District Council will ensure traffic to the construction site is safely and carefully managed to minimise disruption to the community.

    We acknowledge this is an emotive issue and welcome the opportunity to present our proposal and hear the views of local people at our drop-in event on Thursday 6 March. Visitors can drop in any time between 2pm and 7pm to view the information boards and speak to members of the project team. 

    Since discovering the building the GP surgery occupies cannot be refurbished to Southern Housing standards as we had planned, we’ve been working closely with the GP practice and the NHS to find a solution that works for all parties. We’ve discussed the option for the GP surgery to remain on site to the end of their lease in 2027, after which, we would develop the site for affordable housing. Our proposal includes space for a GP surgery, if required. The GP Practice and NHS have been invited to be part of the new development, which they have declined based on their future plans.

    As separate organisations we each have our own responsibilities and priorities. We also have separate webpages which we manage independently. The surgery asked us to direct all questions and comments regarding GP services to them, so they could collate and review the feedback themselves. This will inform their decisions for future GP services in the area. As a not-for-profit housing provider, our priorities include building affordable homes for people who need them and reinvesting any income we make into delivering our social purpose. 

    We are still in the early stages of design development, so some details have yet to be developed. The planning process involves preparing a traffic management plan that considers issues around parking and traffic movement. We are working with Rother DC to determine appropriate infrastructure requirements for the new scheme.

    We are working closely with the GP surgery to manage enquiries appropriately. The surgery team has asked us to forward all queries relating to GP services to their mailbox as they are best placed to answer questions about GP services in the area.

    The fire safety report revealed the building is no longer considered safe for residential use. Replacing the walls to modern safety standards is not practically or economically viable. Therefore a decision has been made to demolish the building.

    They are actively seeking feedback on how the closure of the surgery will impact patients and would encourage you to complete a survey about how it might impact you. The survey is open until Thursday 19 December. We are keen to signpost people to the right place.  

    Newington Court historically contained 35 one- and two-bedroom flats. We are exploring options to build around 30 new homes, subject to planning consent. 

    You will have the opportunity to view our proposals at a public event in the new year and comment on the application once submitted.

Please can you explain what relationship if any you have with Rother District Council.     Please can you share a copy of the latest annual fire risk assessment report to give some clarity over how it’s safe to use the surgery site now but it won’t be this time next year.     Thank you for your questions.

    The fire safety report is for internal use. Working closely with the GP surgery, we took advice from each organisation's fire team. Whilst the building is no longer considered safe for residential use, it is acceptable for patients and staff to continue to use the ground floor in the short term, with additional safety measures. To replace the walls to modern safety standards is not practically or economically viable.  

    Southern Housing is the freehold owner of the front of the site and has a long leasehold interest in the rear section of the site, which is owned by Rother District Council. Wadhurst Medical Group currently rents part of the ground floor of the rear building from Southern Housing.
