Newington Court, Pickforde Lane, Ticehurst is a residential scheme comprising 35 one and two-bedroom apartments. Originally built in 1985, a second block was added in 2007 with a branch surgery renting part of the ground floor.

Historically, the blocks provided extra care accommodation, but in 2021 this stopped. A lack of admissions meant the scheme couldn’t reach full capacity, so we took the decision to redevelop part of the site. The last residents moved out in May 2024 and the site was secured, apart from the surgery.

We began discussions with Rother District Council around proposals for a smaller, improved older people’s scheme in the block containing the surgery and eight new houses for social rent and shared ownership at the front of the site. You can read more about these original plans here.

Impact of Fire Risk Appraisal of External Walls

As part of our pre-planning exploratory work, we completed a FRAEW (Fire Risk Appraisal of External Walls) survey of the block we intended to retain. The results showed that the investment needed to meet safety compliance requirements alone made our initial proposals too expensive to undertake. We are therefore revising our plans and will be seeking permission to clear the site entirely to deliver new homes for local people.

Our revised plans as a result of the survey results will require the relocation of the branch surgery.

We are working very closely with Wadhurst Medical Group, who will relocate services together on one site at Wadhurst Medical Centre from spring 2025.

The surgery team has asked us to forward all queries regarding GP services to their mailbox. They are best placed to answer questions about GP services in the area and will address questions and comments in an updated set of Frequently Asked Questions.

You can find further information on the surgery website, including the latest FAQs. They would also like to encourage as many people as possible to take part in their survey, which is open until Thursday 19 December to gather the views of the community.

Although the building does not meet current safety compliance requirements, the respective Fire Safety teams have agreed it can continue its current use in the short term, with some extra precautions. It is therefore safe for patients to visit the surgery until alternative arrangements are in place.

Our new proposal

Our new proposal will deliver approximately 30 new, 100 per cent affordable homes, subject to planning permission.

We are in the early stages of design development so the details have yet to be developed. We are listening to local need and will share our plans with the community once we've completed initial conversations with the council.

We intend to exhibit the plans at a local venue in the early part of 2025 and will publicise details here and in the Parish newsletter News and Views.

    We are working closely with the GP surgery to manage enquiries appropriately. The surgery team has asked us to forward all queries relating to GP services to their mailbox as they are best placed to answer questions about GP services in the area.

    The fire safety report revealed the building is no longer considered safe for residential use. Replacing the walls to modern safety standards is not practically or economically viable. Therefore a decision has been made to demolish the building.

How will they support more people? Agree also with concerns around parking and additional traffic in the village which at times is already congested.     As part of our design development, we will prepare a traffic management plan that considers the issues around parking and traffic movement. We are in the early stages of design development, so the details have yet to be developed.

    They are actively seeking feedback on how the closure of the surgery will impact patients and would encourage you to complete a survey about how it might impact you. The survey is open until Thursday 19 December. We are keen to signpost people to the right place.

    Thank you for your questions.

    The fire safety report is for internal use. Working closely with the GP surgery, we took advice from each organisation's fire team. Whilst the building is no longer considered safe for residential use, it is acceptable for patients and staff to continue to use the ground floor in the short term, with additional safety measures. To replace the walls to modern safety standards is not practically or economically viable.  

    Southern Housing is the freehold owner of the front of the site and has a long leasehold interest in the rear section of the site, which is owned by Rother District Council. Wadhurst Medical Group currently rents part of the ground floor of the rear building from Southern Housing.

    We have updated the webpage to indicate the ownership and areas of responsibility to make this clearer.
